David Tohn, CEO

David Tohn, a retired military officer with over 24 years of experience in military intelligence and strategic planning and a deep background in cyber security operations, policy, and planning, is the Chief Executive Officer of BTS Software Solutions.

David’s background includes cybersecurity operations, strategic and operational planning, Signals, Geospatial, and Human Intelligence. His current emphasis is on data sciences, hardware/software engineering, intelligence operations, and the commercialization of BTS’s advanced technologies. Since taking on the role of CEO in 2014, David has overseen a period of significant growth at BTS, guiding the company to expand fivefold under his leadership.

Prior to retiring from the National Security Agency as the Afghanistan Mission Manager, he was a National Security Fellow at the Harvard Kennedy School of Government. He then served as the Deputy Intelligence Officer for the US Army Space and Missile Defense Command/Army Strategic Command, following a deployment as the senior intelligence planner for the Multinational Force—Iraq, where he worked on the Joint Campaign Plan and the Iran Portfolio in coordination with the US Mission—Baghdad. He commanded the 743rd Military Intelligence (MI) Battalion, “Birds of Prey,” at Buckley Air Force Base, Colorado, and served on the Operation Iraqi Freedom Study Group at Fort Leavenworth. His deployments include two tours in Somalia, one in Haiti, two tours in Iraq totaling 16 months, and one in Afghanistan.

His formal education includes a National Security Fellowship at the Harvard Kennedy School, a Master of Science in Strategic Intelligence from the Joint Military Intelligence College, a Master of Military Art and Science from the US Army Command and General Staff College (School of Advanced Military Studies) and a Bachelor of Arts from Gettysburg College. David also serves as Chairman of the Board for Steer™, LLC, a company that retrofits standard passenger vehicles into Level 4 autonomous vehicles for fleet and passenger use. In addition, he is Chairman of the Technology Board of the Maryland Technology Council and serves as a Board Member of TEDCO, Improving Education, and the Greater Baltimore Cultural Alliance.

David has authored and coauthored several professional articles, including “Learning Under Fire: Progress and Dissent in the US Military” (Survival), “Pakistan’s New Deal,” (Harvard Kennedy School of Government) and “Information Sharing Program: Formal Information Sharing Between and Among NGOs and Governments – A Conversation Starter” (Monday Developments). He has also written several Op-eds, such as “But Mom, I Don’t Want to be a Jihadist” (Miami Herald) and “Digital Trench Warfare” (Boston Globe). David is the author of the book Civilian Reserve Intelligence Program: A Fundamental Requirement for Army Intelligence Transformation and served as the lead researcher and primary author of the Army’s official history of Operation Iraqi Freedom, On Point: The United States Army in Operation Iraqi Freedom.
