GLICON: 1 Year Later
As we mark the one-year anniversary of GLICON, our joint venture continues to grow in impact and innovation. Reflecting on a year of achievements, the PMO team shares their insights on supporting the mission and building a powerful foundation for the future. From tackling complex challenges to infusing a bit of dino-themed fun into the workday, this team knows how to keep things dynamic. Looking back on the past year with GLICON, what are you most proud of accomplishing as a team?
Support for 250 contributors enabling fantastic intelligence missions. – Doug Himes, PMP, Program Manager
The Teams’ overall success with staffing the contract in an unprecedented timeliness with skilled and proficient personnel, which has led to a very credible reputation for our GLICON Team. – Shawn McKellery, Portfolio Lead
The biggest accomplishment I’m most proud of is our ability to transition this newly awarded contract in under 90 days and hit almost full staffing for fully accountable positions. We were able to accomplish this even with delays bringing on security and finance resources. I’m also very proud of the team for conducting nearly 200 interviews. Lastly, I’m incredibly proud of the team in achieving an amazing initial Excellent award score. – Randy Gray, Deputy Program Manager
Standing up this contract and proving that a partnership led by a small could not only compete with, but could also outperform, the big guys to better meet the needs of our customer.

How has GLICON evolved over the past year, and how were you able to see your personal contributions contribute to the goal?
I was honored to be part of a very good team- a team that came together from different places that looked out for each other in nearly every sense. – Doug Himes, PMP, Program Manager
GLICON evolved by working together to create processes and products to streamline the duties and responsibilities at all levels to enable our successes. – Shawn McKellery, Portfolio Lead
GLICON had a shift in how we approached staffing and we had to become very agile and customer focused to put in not only “labor-category qualified” staffing solutions but also to provide staffing solutions that met (and often exceeded) mission area expectations. In many instances, the mission areas were looking for “unicorns” and often at the lower labor category levels. My contribution to this evolution was working with each of the portfolio leads using previous experience and knowledge to help them navigate these unique staffing solutions with constant awareness and agility. – Randy Gray, Deputy Program Manager

If you could describe your experience on GLICON in three words, what would they be?
Resilience, Fairness, Smart People, Rewarding, Stressless, Interesting, Teamwork, Agile, Adaptive…We got this!
If GLICON had a mascot to represent the first year, what would it be and why?
The mascot would be that old inflatable kid’s punching bag with the sand in the bottom. We just rolled with the punches, the changes, the speed bumps and kept getting after it to be better the next day. – Doug Himes, PMP, Program Manager
We could be the Avengers- not really a mascot, but we are all unique with our own skills, experiences, and personalities (powers) as we strive for continued success. – Shawn McKellery, Portfolio Lead
A Raptor (the dinosaur, not the bird) – it represents our program and we fully embraced it. We often refer to the team as the “raptor-pack.” – Randy Gray, Deputy Program Manager
